future land use should be determined under the following 3
environments:

statutory or legal environment

economic environment

ability to build.
Generally,
the first environment are town planning controls that require an
examination of allowable uses and other legal controls. The economic
highest and best use is then found from the range of allowable
statutory uses. The ability to build is generally the least
restrictive environment.
