The main aim of requiring those who wish to participate in the industry to fulfil a qualification requirement is to ensure that they have the necessary knowledge and skills to undertake the range of work permitted by the licensing scheme. By ensuring that those who are granted a licence demonstrate certain levels of competence, consumers are protected, consumer confidence is boosted and vocational professionalism increases.
Under the legislation, the Minister for Fair Trading will be able to approve qualification requirements for a licence or certificate of registration by reference to the following:
the completion of an approved course of study and
having held a certificate of registration for 2 years, or
the attainment of a standard of competency in a particular activity.
