Land
tax is a general revenue measure that is used by state and territory
governments to raise revenue. The advantage of a land tax over other
forms of taxation is that it taxes immovable property within the
state or territory boundary and therefore unearned increment (capital
gains) caused by state expenditure (eg schools and roads) is taxed.
