HOSTEL
ACCOMMODATION
There is a Commonwealth
framework for regulation and protection of people in aged
accommodation. In particular, the Aged or Disabled Persons Homes Act
1954 (Cth), requires charitable organisations which provide
accommodation to aged or disabled persons to enter into an agreement
between the organisation and residents which is consistent with the
Charter of Residents Rights established under the Act. The Charter
requires the hostel proprietor to enter into a written agreement with
each resident.
These Commonwealth measures are
sufficient to protect residents in Commonwealth approved hostels.
State legislation in this area would be an unnecessary complication
for residents and management.
